Can the next president eliminate the airport 'kotong'?

While there are tons of concerns to about what or how the next president should perform, I personally only have a single yardstick to determine if he could perform, well, better than any other. IF and only if he/she could destroy the bribery machine in the NINOY AQUINO International Airport. Yep that's it.
